Rector of St. Andrew's

In 2005, David came to St. Andrew’s from the Episcopal Parish of St. Paul’s, Philipsburg, and the Chapel of the Good Shepherd, Hawk Run, Pennsylvania.  From 1981 to 1999 he served in the Diocese of Ontario (Canada).

After earning his undergraduate degree from the University of Toronto, David enrolled in seminary. In 1981, he graduated from the College of Emmanuel and St. Chad, Saskatoon, Saskatchewan. In September 1981,  he was ordained deacon in his home church of St. Peter’s Anglican Church, Scarborough, Toronto.  The next year he was priested at St. George’s Anglican Cathedral, Kingston, Ontario.

Early in parish ministry David began on-going professional development and completed additional clinical pastoral experience and additional academic work in theology and adult education. David’s passion for education is well suited for St. Andrew’s which has strong children, youth and adult ministries. David believes that the focus of education is shifting  from, "what we teach people," to "how we help people learn."

Part of David’s ministry calls him to be involved in the local community. For many years, he served as a volunteer fire fighter and chaplain, a police chaplain, and a hospital chaplain. This means working with community organizations and various diocesan committees. Currently, David chairs the Diocesan Commission on Congregational Development.

Pastoral Associate

Following graduation from Philadelphia Divinity School, Fred, began his ministry at St. John the Baptist, York in 1972. Next, Fred was the Rector of All Saints, Hanover for twenty years. From 1994 to 2008, Fred was the Chaplain at Country Meadows, Leader Heights, York. In 1997, he became the Pastoral Associate at St. Andrew’s where he helps with Sunday worship, nursing home and hospital visitations. Fred served in the National Guard for two decades, including a year in Kosovo. Currently, in addition to his duties at St. Andrew's, he is the Interim Vicar at St. Benedict's New Freedom, 


Carol Snell - Deacon Deacon Carol Snell

Deacon

In 1980 the Snell family moved to York and became involved in the life of St. Andrew’s. Also, in the early 80's Carol was the first Executive Director of Hospice of York, now part of the Visiting Nurses Association. She served on Bishop Charlie McNutt’s staff from 1985-1990. She was ordained to the diaconate in 1988 and served as deacon at St. Andrew’s until 1997 when she was appointed to Bishop Michael Creighton’s staff as Archdeacon for Deacons in the Diocese of Central Pennsylvania. During this time her diaconal work in the world was with Country Meadows as Chaplain at Leader Heights and then for the George M. Leader Corp / Country Meadows from 1991-1999.

She serves our diocese as Case Manager for Sexual Misconduct Response Team and Administrator of the Commission on Ministry. Carol retired in 2004 but continues to assist our parish with administration, outreach projects and often serves as deacon at the Lord’s Table.


Mother Charlene Leigh-Koser

A native of neighboring Lancaster County, Charlene was ordained deacon in 1977, and priested in 1978 making her among the first women ordained by the Episcopal Church. After serving as an associate in parishes in Massachusetts Charlene took a position in Iowa. After three years, Charlene elected to be at home with her children. In the mid 1990's, Charlene filled several volunteer positions in the Diocese of Central Pennsylvania. One of these positions was Director of Christian Education for the diocese. In recent years, Charlene has specialize in ordained interim ministry in Episcopal and Lutheran congregations.
